The Annual Meeting of the Chapter of the Cathedral Church of St. Luke was held on Friday, November 2, 2001 at 8:30 a.m., at the Sugarloaf Center, Carrabasset Valley, Maine.
Convention Convened

Registration and Call to Order
Clerical and Lay Delegates registered from 8:00 - 9:15 a.m., on Friday, November 2, 2001, at the Sugarloaf Center, Carrabasset Valley, Maine. The One Hundred and Eighty-Second Annual Convention of the Diocese of Maine convened at 11:00 a.m., at the Sugarloaf Center, following the Holy Eucharist and the Right Reverend Chilton Knudsen, Bishop of Maine, presided.
Holy Eucharist
The Holy Eucharist was celebrated on Friday, November 2, 2001, at the Sugarloaf Center at 9:15 a.m. The Right Reverend Chilton Knudsen, Bishop of Maine was celebrant and preacher. The service included the remembrance of the following clergy and spouses who had died since the last Convention: The Revs. Norman Kellett, Douglas Berdnt, R. Williams Sims, Douglas Morrill and John Ashey; Mr. Hugh Stearns, lay leader of the Diocese; Ms. Mary Stuart Tomlinson, lay leader of the Diocese; Mr. Roger Woodman, retired Treasurer of the Diocese, Mr. Daniel Johnson, retired employee of the Diocese and Ms. Ruth Barnard, widow of the Rev. Arlyn Barnard.
Convention Called to Order
The Rt. Rev. Chilton Knudsen called the Convention to order at 11:00 a.m., on Friday, November 2, 2001.
New Clergy
The Bishop then welcomed the following new clergy in congregations in the Diocese: The Revs. James Adams, St. Albans, Cape Elizabeth; Susan Latimer, St. Mark's, Waterville; Myrick (Rick) Cross, St. Francis', Blue Hill; Nancy Moore St. Augustine's, Dover-Foxcroft and St. John's, Brownville Junction; Jean Austin, Interim, St. Philip's, Wiscasset; Frances Cox, Interim, St. Mary & St. Jude, Northeast Harbor; John Widdows, Interim St. Nicholas', Scarborough; and Patricia Handloss, Interim, St. Thomas', Winn.
Voice to Licensed Clergy Serving Congregations
The Bishop announced that those clergy who were not canonically resident in the Diocese of Maine, but who were serving congregations as Interim Pastors were invited to address Convention.
Newly Ordained to the Priesthood
The Bishop then welcomed the following people who were ordained to the Priesthood since the last Convention: The Revs. Anita Wingert, Good Shepherd, Berkeley, California and the Rev. Michael Ambler, St. David's, Kennebunk.
Newly Ordained to the Transitional Diaconate
The Bishop also welcomed the following people ordained to the transitional diaconate since the last Convention: The Revs. Lu-Anne Conner, St. Elizabeth's, Ridgewood, New Jersey; Tom Brackett, St. James' By-The-Sea, La Jolla, California and Nancy Moore, St. Augustine's, Dover-Foxcroft and St. John's, Brownville Junction.
Welcome to Special Guests
On Friday, November 2, 2001, Mr. Doug Cruger, Associate Director of the Maine Council of Churches, was welcomed by the Bishop. Mr. Cruger brought greetings from our colleagues from other denominations and thanked the people of the Diocese of Maine for the many people who volunteer their time and for the diocesan support of the Maine Council of Churches. The Bishop also welcomed the Rev. David Rinas, Dean of the Evangelical Lutheran Church of America in Maine addressed the delegates. On Saturday, November 3, 2001, the Bishop introduced the Rev. Hans Arnesen, Assistant to the Bishop of the Evangelical Lutheran Church of America - New England Synod. Pastor Arnesen addressed the delegates.
Introduction of Loring House Staff
The Bishop then called forward the members of the diocesan staff present and introduced them to the delegates.
Appointment of Convention Committees
The Rt. Rev. Chilton Knudsen noted that the appointed Convention Committees on Dispatch of Business, Canons, Finance and Resolutions could be found in the delegates Registration Packet. Members of these committees can be found on page C-9.
Certification of Clerical and Lay Delegates
The Secretary of the Diocese, the Ven. Thomas E. Benson, certified that of the 149 clergy entitled to seats and votes in the diocese, 73 clergy were present and also certified that 277 delegates from 61 parishes and missions entitled to seats and votes were present out of 66 parishes and missions in the Diocese constituting a majority in the Clerical and Lay Orders in accordance with Article IV, Section 1 of the Constitution of the Diocese.
Report of Committee on Credentials
The Ven. Thomas E. Benson reported as follows: "Your Committee on Credentials begs leave to report that all Certificates of Communicants and Certificates of the election of Lay Delegates as submitted to the Committee are in proper, legal and canonical order. All parishes and missions are entitled to lay votes as their Assessments are paid for the year 2000.
Quorum in Both Orders
The Bishop declared a Quorum to be present in both the Clerical and Lay Orders, and the Convention was duly organized.
Elections
The results of the various elections that came before the 182nd Convention can be found following the Resolutions of Appreciation.
Maine Council of Churches Delegates
The Bishop announced that Mr. George Coleman and Sr. Cyndy Anderson have expressed interest in being delegates from the Diocese of Maine to the Maine Council of Churches. We are eligible for seven (7) delegates. If additional people are interested in representing the Diocese of Maine at the Maine Council of Churches Annual Assembly next November, they need to get in touch with the Bishop as soon as possible.
Report of Committee on Dispatch of Business
The following report was then moved by The Rev. Cn. David Holroyd, Chair of the Committee on Dispatch of Business, seconded and adopted:
"The Committee on Dispatch of Business proposes the following rules for adoption by the Convention.
We will be voting for all offices on a single ballot. Each delegate has been given five ballots, lettered A-E.
Nominations may be made from the floor of this Convention with a two-thirds (2/3) vote of the Convention granting that right.
If Convention votes to accept additional nominations, when such nominations are made, there will be no nominating speeches and no seconding speeches.
Delegates may vote for the full number of people to be elected for any particular office or may vote for less than the number of people to be elected; however, if a delegate votes for more than the number to be elected, the entire ballot will be void, thrown out and not counted for any purpose.
Wrongly numbered or lettered ballots, blank pieces of paper, or mutilated paper placed in the ballot box will not be counted in determining the number of ballots cast.
On all elections, on the first two ballots, a majority vote is necessary for election. On the third ballot, a plurality will suffice for election.
The names of nominees for various offices have been drawn at random from a box and listed on the ballot in the order in which the names were drawn.
Delegates desiring to speak shall stand and be recognized by the Chair before speaking. They will state their names and the parish or mission which they represent.
All delegates are expected to be in attendance and to vote; no abstaining vote will be accepted.
In accordance with Canon 27, Section 1, resolutions pertaining to any Canon will require a majority vote of each Order (clergy and lay).
No motion to cut off debate in a matter before Convention shall be in order until each side has been allowed a minimum of five (5) minutes for the presentation of its views.
No one shall speak more than once on a question until everyone desiring to speak has had a chance to speak. Speaker will limit speaking time to five (5) minutes.
No new resolutions shall be presented to this Convention unless by two-thirds (2/3) vote granting that right.
For the 2002 Diocesan convention, nominations and resolutions must be in the diocesan office at least eight (8) weeks before the date of Convention (August 30, 2002); delegates names must be in the diocesan office by June 21, 2002."
Appointment of Assistant Secretaries
The Bishop appointed the Rev. Harold Birkenhead, Ms. Joan Preble and Ms. Melinda DeWolfe as Assistant Secretaries.
Morning Workshops
Three workshops were scheduled between 11:45 and 12:30 a.m. on the following topics: Task Force on Assessment Review; Property Insurance (Resolution #4); and Exploring Long Term Capital Needs in the Diocese (Resolution #6).
Resolutions
The results of action taken on the resolutions considered by the 182nd Convention can be found following the results of the elections.
Recessed for Lunch
The Convention recessed for lunch between 12:30 and 1:30 p.m.
Afternoon Workshops
Two workshop were scheduled between 1:30 and 2:15 p.m. on the following topics: Task Force on Assessment Review and Compensation Committee.
Standing Committee Report
The Rev. Christopher Chornyak, President of the Standing Committee, reported that the Standing Committee did a Mutual Study of Ministry. They interviewed 28 people. The Standing Committee commends this process to all congregations. The Mutual Study of Ministry report can be found with the Standing Committee report in the Journal of the 182nd Convention.
Admission of St. Elizabeth of Hungary, Portland
Fr. Chornyak reported that the Standing Committee had given St. Elizabeth of Hungary, Portland permission to be established as a Mission in the Diocese of Maine after reviewing the appropriate paper work. The Rev. Sam Henderson, Vicar of St. Elizabeth's, then addressed the delegates as follows:
"Bishop Chilton, delegates, alternates, diocesan staff, visitors and friends, Grace to you and peace.
On behalf of our project team - Sam Colley-Toothaker, Cissie Lindemann, Nancy Mawhinney, Hank Beebe and Jane Luck, I want to express to this convention our great gratitude and joy for being here today.
If you had been with us at St. Elizabeth's on Sunday and Monday of this week, which, by the way, is our 17th week of operation, this is some of what you would have experienced:
On Sunday you would have walked across the street from one of Maine's largest social service providers and headed toward a very unlovely brick wall. The arrow on our large sign points to an equally unlovely gray fire door. Down a couple of steps would have taken you past a former locker room that serves as our outreach center. A few steps beyond and you would have entered the church, a former Jewish community center handball court, sat down beside a visiting Unitarian youth group on formerly Roman pews, facing a formerly Methodist altar. The rest of the things came from Janet McAuley's parish hall attic.
You would have beard the Gospel read in English and Spanish, the Peace spoken in Spanish and English, as well as the Dismissal in both languages. You would have noticed the skin tones of the congregation varied from dark brown to white and the dress vary from casual to Sunday Best.
Hopefully, you would have been comforted and sustained by the Rite 2 Eucharist and familiar hymns and genuinely welcomed over coffee in the former locker room..
If you came back on Monday to help out with our outreach program, you would have dispensed children's clothing, personal care articles and cleaning supplies to over 40 children and adults. And if you had the time, you would have dispensed some support, encouragement and a caring, listening ear as well. My guess is you would have been deeply moved. Abject poverty and continued hardship tend to slump shoulders, deaden eyes and etch a face to look old before its time. This is true of the children as well.
But whether or not you were there in person, you WERE there.
We gave away your kids unneeded clothing and the toothpaste, and the shampoo and laundry soap you collected at your church or sent money to us to buy. You prayed for us and encouraged us and you were simply kind enough to ask us how we were doing. You WERE there.
The money you contribute to your church, some of which finds its way to the diocesan outreach programs, supports us. The Diocesan Council who with enthusiastic support and encouragement approved that expenditure, the Standing Committee who approved our application so that we could be here today, and did so with more encouragement still. YOU were there.
Dear Janet McAuley and the people of the Church of the Messiah who gave many, many ecclesiastical appointments; Fr. Jim Adams and the people of St. Alban's Church, Cape Elizabeth who made it possible to completely renovate our space and who continue to donate large amounts of clothing and personal care items. Jim, I am grateful for your personal pastoral support and guidance. Dean Steve Foote, Martha Englert and the people of the Cathedral Parish who contribute people, meeting space, pastoral support and so many other things I can't list them. YOU were there.
The Bishop, diocesan staff, Georgia Koch. YOU were there.
Fr. Harry Birkenhead and the people of St. Peter's Parish; Fr. Thomas Luck and the people of S. Mary's Church; Fr. Roy Partridge and the people of St. Ann's Church.; Fr. Mark Windward and the people of Trinity Church, Saco, YOU were there.
Virginia Marie Rincon soon to be ordained Deacon in the Diocese of Massachusetts and Br. Manuel Andrade of the Order of Jonathan Daniels, missioners to the Latino Community are God's great gift to us in establishing a significant ministry to those of Hispanic descent. God Bless you both!
We are surrounded by a great cloud of witnesses who sustain us and support us in so many countless ways - in short, we are surrounded and enabled by YOU.
We have set our clocks and watches to run on both chronos and kyros time.
We have had to learn to be patient because, after all, this is God's work, this is our work, this is your work and it is marvelous in our eyes.

Resolutions
The Rev. John Widdows moved and it was seconded that the Convention consider an additional resolution . The motion carried and the Resolution was numbered "A". The results of action taken on the resolutions can be found following the results of the elections.

Report from the Committee on Indian Relations
Th Rev. Holly Antolini reported that the resolution passed last year to help fund the video "Invisible" had been supported by almost all of the congregations in the Diocese. In addition, a grant from the United Thank Offering has resulted in the video project being almost completely funded.
The Fred C. Scribner, Jr. Award
The Bishop Dr. Harold Brown, Mr. Norman Gardner and the Rev. Christopher Chornyak came forward to present the Fred C. Scribner Award. This award is given at the discretion of the Standing Committee to a lay leader in the Diocese. Previous recipients are: Fred C. Scribner, Jr. (1983); Norman Gardner (1994); Mary Flagg (1995); Harold Brown (1997); Roger Woodman (1999). This year the award was presented to Rita Redfield with the following introduction:
"In 1983, the Standing Committee and the Bishop established the Fred C. Scribner, Jr. Award for Distinguished Service. At the time of the establishment of the award, Mr. Scribner was chancellor of the diocese. He also was the ranking member of the House of Deputies at General Convention having been a deputy since the late 193O's. He served as parliamentarian of the House, was chair of the Standing Committee on Constitution and Canons and a member of the Council of Advice to the president of the House of Deputies.
The Scribner award is not made annually - but only - on those unusual occasions when the Standing Committee feels there is a lay person in the diocese whose ministry in the church warrants such recognition. Past recipients are:

This year your Standing Committee has nominated to the Bishop another lay person to receive the award.
"This recipient has served their congregation in many ways such as vestry member, vestry clerk, search committee member, warden etc.
· At the diocesan level, this person has been a delegate to many, many diocesan conventions, served as a member of and chair of numerous diocesan committee, been a member of Diocesan Council many times and also has been a member of the Standing Committee. This year's recipient has also been the diocesan lay representative to the Provincial Synod.
· At the national church level this recipient has been a deputy to 5 General Conventions and has served on one of the cognate committees at 4 of those conventions. This person also serves on the Executive Council of the Church and also is on the board of the Episcopal Relief and Development Fund,
It is truly a great pleasure for me to ask RITA REDFIELD to come forward to receive the Fred C. Scribner, Jr. Award for Distinguished Service."

The Convention Recessed
The Convention recessed for the day at 5:00 p.m.
Convention Banquet
The Bishopswood Board of Trustees hosted a banquet for the delegates. A buffet dinner was served at 6:30 p.m. Wonderful entertainment followed the banquet presented by Anne Dodson, a local folk singer.
The Convention Reconvened
The Convention reconvened at 9:00 a.m. on Saturday, November 3, 2001, following Morning Prayer.
Thanks to the Liturgy Committee
The Bishop extended the thanks of the delegates to the Liturgy Committee for the wonderful Morning Prayer service and to the Rev. Susan LeSueur for the cantoring of the psalm.
Thanks to Valecia Harriman
The Bishop also extend the thanks of the delegates to Valecia Harriman, Chair of the Convention Committee for all her hard work in organizing this convention.
Report on Action Taken on Resolution #18 of the 181st Convention
Mr. Robert Taylor, Chair of the Finance Committee of Diocesan Council, reported that a survey has been sent to all congregations to find out what they are doing regarding the congregation's support of international development and that a subcommittee has been established to review the response. The chair of the subcommittee is Dr. Harold Brown.
The Finance Committee
Mr. Robert Taylor, Chair of the Finance Committee of Diocesan Council, presented the proposed 2002 budget for consideration. After giving an overview of the budget process, Mr. Taylor moved, and it was seconded, to establish the expenditures for 2002 in the amount of $1,482,071.
The Rev. Thomas Luck then moved to table Mr. Taylor's motion on expenditures until action had been taken on the assessment and income portion of the budget. The motion passed.
Mr. Taylor, then moved, and it was seconded, to establish an assessment rate of 17.1% of the Net Operating Income of congregations and that the Income for 2002 be established at $1,482,071.
The Rev. Michael Rowe moved, and it was seconded, to establish the budget line #170100, Net Assessments, in the amount of $1,216,614 at 16.7% and that Council adjust the budget to reflect this adjustment. Discussion followed.
Ms. Rita Redfield "called the question" on Fr. Rowe's amendment. The motion passed.
The delegates then voted on Fr. Rowe's motion to establish the assessment rate at 16.7%. The motion failed.
The convention then considered the motion of Mr. Taylor that the assessment rate be established at 17.1%. The motion passed.
Fr. Luck's motion to table Mr. Taylor's motion on expenditures was taken off the table. Discussion followed. The motion passed.
2001 Assessment and Episcopate
Mr. Taylor, then moved that for 2002 the assessment rate be set at 17.1% and that Episcopate remain at the rate of $.75 per communicants. The motion was seconded and carried.
Reports
All reports to the Convention were filed by title as a result of action by the 70th General Convention to reduce the use of paper in the conduct of business.

Committee on Credentials for the 183rd Convention
The Bishop appointed the following people to the Committee on Credentials for the 183rd Convention: The Ven. Thomas Benson, Chair; the Rev. Harold Birkenhead; and Ms. Joan Preble.
Church Pension Fund Committee for the 183rd Convention
The following people were appointed to the Church Pension Fund Committee by the Bishop: The Rev. William Kennison; the Rev. Charles Karsten, Jr.; Ms. Elizabeth Maule; Mr. Kenneth Barrett; and the Rev. Holly Antolini.
Canon Missioner
The convention moved, seconded and carried the nomination of the Rev. Canon David Holroyd as Canon Missioner of the Cathedral Church of St. Luke for a three (3) year term.
Appointment of the Chancellor
The Bishop then announced the appointment of Joseph Delafield, III, Esquire as Chancellor for a three year term.
F. B. Wolf Fund for Continuing Education of the Laity
Mr. Del Merritt, member of the Wolf Fund Committee, reported to Convention regarding the status of the Wolf Fund. There are three areas that need the attention of the delegates: one is to encourage laity to apply for grants from the Wolf Fund to enhance their lay ministry; second, donations to the Wolf Fund to increase the principal, which would result in more money being available for grants; and third to consider membership on the Board of the Wolf Fund. The commitment is small, but the benefit to others is great.
Minutes of Convention
It was moved, seconded and carried that the Convention dispense with the reading of the minutes and that they be printed in the Journal of the 182nd Convention.
183rd Convention
The Bishop announced, God Willing, the 183rd Convention of the Diocese of Maine will be held Friday and Saturday, October 25-26, 2002 at the Bangor Civic Center, Bangor, Maine.
The Convention Adjourned
The Convention adjourned with Noonday prayers at 12:00 noon on Saturday, November 3, 2001.
Appreciations to the Pages and Tellers
WHEREAS elections are an important, integral process of conventions, and;
WHEREAS its necessary to have dedicated people to count ballots;
NOW, BE IT RESOLVED that this 182nd Convention express its appreciation to the pages and tellers who, with dispatch and efficiency, collected and counted ballots for the election of people to the various offices of the Diocese.

Appreciations to the Rt. Rev. Edward and Winkie Chalfant
WHEREAS the Rt. Rev. Edward C. Chalfant served us as the seventh Bishop of the Diocese of Maine; and
WHEREAS Winkie Chalfant is also well-known to us all; and
WHEREAS this Diocese wishes to express its continuing appreciation to Bishop and Winkie Chalfant for their ministry and time with us;

RESOLVED that this 182nd Convention of the Diocese of Maine express its deep gratitude for the formation of a Diocesan Liturgy Committee, and offers its deeper gratitude to the members of the Diocesan Liturgy Committee for providing creative, inclusive, and song-filled worship in the Anglican tradition, with special thanks to the Very Rev. Stephen Foote for bringing the altar for the Holy Eucharist.
Appreciations to Chilton Knudsen
WHEREAS Chilton inspires us with the holy vision of who we are and who we might become as God's people; and
WHEREAS she comforts us with the assurance that our human experiences and concerns are the very stuff of the Body of Christ; and

WHEREAS Roger Woodman was a faithful servant of God and God's domaine in many roles, such as businessman, mentor, Vestrymember, Senior Warden, board member of non-profit organizations, Sunday School teacher for thirty-five years, Trustee of Diocesan funds, and especially as Treasurer of the Diocese of Maine for many years;
THEREFORE BE IT RESOLVED that this 182nd Convention of the Diocese of Maine commend to God's eternal care the soul of our beloved brother, Roger; and be it further

Celebration of the Ministry of Dan Johnson
WHEREAS Dan Johnson served as a faithful member of Trinity Church, Portland for several decades; and
WHEREAS Dan Johnson served steadfastly as Stewardship Officer and Planned Giving Officer of this Diocese for several decades;

WHEREAS the Rt. Rev. James Moodey and his gracious wife, Penny, are dear and trusted friends of the Diocese of Maine; and

WHEREAS their humor, compassion and grace holds strong under both the daily pressures of the grand events of diocesan life; and

Greetings to The Rev. David Rinas and the Rev. Hans Arnesen
WHEREAS, the Episcopal Church and the Evangelical Lutheran Church of America have embarked upon a journey of faith and service together, "Called to Common Mission"; and
WHEREAS common ministry and vision of new work together are growing in the Diocese of Maine and the New England Synod;
THEREFORE BE IT RESOLVED that the Episcopal Diocese of Maine, convening in Sugarloaf for its 182nd Convention (just days after October 31, the date of Martin Luther's gold action in Wittenberg of this we are grateful benefactors):
1) extend our thanks to the Rev. David Rinas, our Lutheran brother from Augusta, for joining us in this Convention; and
2) extend our thanks to the Rev. Hans Arnesen, Deputy to the Bishop of the New England Synod, for his presence and greeting, and request that he convey our greetings and thanks to Bishop Margaret Payne; and
3) commend to all of our congregations continued prayers for the ministry and mission of the Evangelical Lutheran Church of America and also encourage the search for new ways through which we can live out our commitment to "Called to Common Mission."

WHEREAS the leadership of youth through skits and other forms of dramatic presentation can open our eyes to new understandings of our faith; and
WHEREAS the work of the church and the Diocese is greatly advanced by the presence of our youth assisting the tellers of this Convention; and
WHEREAS the reading of the Word of God is given new voice in the mouths of our youth;
NOW, THEREFORE BE IT RESOLVED that we, the delegates, of the 182nd Annual Convention, extend our heartfelt gratitude and respect for the ministry of our youth to the Diocese.
